Zwach was born in Gales Township, Redwood County, in 1907. He received a teaching certificate from Mankato State College in 1927 and a BS degree from the University of Minnesota in 1933. He represented District 14 in the Minnesota House from 1934 to 1946 and the Minnesota Senate from 1946 to 1966, the last seven years as majority leader.
